  The reporter noted that since the rise of the webcast in 2015, this hot air outlet industry has gradually experienced the process from “influx of capital, barbaric growth” to “regulatory rectification, big waves and sand washing”. Data show that as of the end of 2017, the number of national network live broadcast users reached 422 million, more than half of the total number of Internet users; hundreds of enterprises providing Internet live broadcast platform services, the market revenue of more than 30 billion yuan.
  The police of the Beijing Municipal Public Security Bureau's Netan Corps handled the case. When the webcast was just developed on the mobile side, the platform did not adopt real-name authentication measures for the broadcaster. Users only need to register and start broadcasting. The extremely low entry threshold allows practitioners to mix and match. In order to attract eyeballs and attract traffic, many live content is full of yellow and gambling content, and the live broadcast of the Internet has been smeared for a while.
  From 2016 to 2017, with the promulgation of the "Regulations on the Administration of Internet Live Broadcasting Services" and the formal implementation of the Cyber ​​Security Law, the relevant departments' actions on the management of vulgar content on the webcast platform have been launched.
  The reporter learned that at present, the police require short video and webcast platforms to implement the real-name system and retain live video, message and post content within a certain period of time. According to the police handling the case, under this stipulation, the vast majority of live broadcast platforms that have been active in the past have been unable to continue due to limited funds and insufficient hardware conditions. After the remediation of the webcasting platform began, the number of platforms declined, and the current active platform was mostly large. They also paid more attention to standard operations and established standards for content review and control.
  According to the police, some short video and live broadcast platforms have also established a team of 10,000-person auditors. The audits are divided into machine audit, manual audit, manual spot check and fourth trial. For live broadcasters, some platforms have corresponding regulations for their dressing, and artificial intelligence technology is used for face recognition to implement real-name system requirements.
  However, in the police rectification special action, some short video and live broadcast platforms still have a situation of not strict control. In July this year, the Beijing Municipal Public Security Bureau Chaoyang Branch Police Support Brigade found that two live websites had illegal information in the user's nickname, and the two websites were punished with administrative penalties; in February this year, Beijing police found in a well-known short video website. In the case of pornographic information, the police interviewed the principal responsible person of the company and imposed administrative warnings on the company in accordance with the Cyber ​​Security Law.
  The relevant person in charge of the Net Security Team of the Beijing Public Security Bureau said that the short video and live broadcast platforms have many users and wide influence. The entry barriers of broadcasters and registered users should be increased to guide the platform to disseminate content that conforms to mainstream values. At the same time, it is recommended to establish a "blacklist" system for network anchors. For network anchors with violations of laws and regulations, one stop is blocked and stations are blocked.
